In Israel, an organization that does "management, possession and support of Talmudi-Torah and schools" is paid roughly 550$ million per year (source: https://www.guidestar.org.il/organization/580514446)

"highest" in what sense? Also, funded by a single government only?

From all non-profit organizations that you're aware of, to which of them, the government pays the most?

I see ... Now on to the second question, I asked that for a reason: I am guessing the UN is probably (one of) the best-funded organizations, but it gets money from pretty much all governments, not just a single one.
