It has to change. They won't be able to join the EU without eliminating corruption. Zelenskyy, for his part, is firing these guys.
Berlusconi is dead. The EU itself told Ukraine it has to cure corruption for entry.
The EU has said it welcomes Ukraine's efforts to fight corruption. Can you find a link that actively states it is a requirement?
