NFS Most Wanted Black Edition (PC): Can't Seem to Get any Pink Slips, Am I Just Unlucky?

I've been playing this old game for a bit and I've beaten 4 blacklist members already. I've missed getting the pink slips each time which is 1 out of 3 every time or 1/81 in total.

What's wrong?

Full disclosure, I'm playing dodi-repack of the game.

The later ones don't allow that, they'll just take off and you'll have to reset. Some mods let you turn it off but really the game just becomes a cakewalk if you do.
