Kinda. Nigeria is doing the same. Apparently they're easier to work with.

Makes sense; Russia's foreign interests have mostly remained aligned with the Global South against the US even after capitalists overthrew the USSR.

The key is that Russia doesn't really care about ideology in the way that the West does. It's less of an attempt to align ideologies, more an attempt to gain allies directly.
