Why the fuck would they? Why would anyone count on the US to do anything other than incubate new pandemics?
It kind of puts things into perspective when you realize that Ronald Reagan withheld munitions to strong arm the Israeli regime into stopping their bombing of Lebanon. Biden is to the right of Reagan here, that's how far the Overton window has been moved and why Biden is struggling to get the Democratic base to vote for him even against a convicted felon; he's not a Democrat in any meaningful sense of the word.
