Hit by a car and the rebar that held it into the base concrete has been yanked partway out, leaving what looks like "legs."
It's just strong rebar that is all mangled from a vehicle hitting it.

Contrary to popular belief, they can't dance, or sing, or talk. The only thing about them is the way they walk.
Well, you can tell by the way they use their walk, they're a traffic bollard, no time to talk
