Because on a lot of countries (like mine), text messages (SMS), are paid or very limited.
For example, I only have 2k per month. And remember that some texts, can count as 3 SMSs depending on the number of characters they have.
Since Android is the most used OS here, apps like WhatsApp and Messenger are the default ones.
They could/should move Signal/Telegram, but that’s another subject.
