Wasn't the tuskan's shot a lucky hit? There were plenty of shots fired and they were treated as an obstacle in the race.

I always thought this could be talking about the weapons, e.g. imperials had fancy well made guns that made a precise impact, whereas sand people used cheap homemade shootaz which made messy holes. No idea if that's true in lore though.
